abuse@casablanca.cz has explicitly set Extra reporting mode. However addressees asked for disabling sending summaries (as they do not need them) - which means they still get them. And according to report mailing info, for example in M20190724SM-8OFSU, "Report was mailed at Jul 24, 2019, 9:20:03 PM (19 hours ago) to REDACTED.casablanca.cz, REDACTED@cesnet.cz".

Fix created by Jan Žerdík was perfect. I have merged it to devel branch. Since it was only single line of code, I have deployed it to production server by directly editing the local code (current devel contains lots of features not yet ready for production and I did not wanted all the cherry-picking/merging hassle).
