Hawat: Make sure default timestamps in search forms are neatly adjusted

Description
Make sure, that when there is a default value for some timestamp in any search form in web interface, that it is neatly adjusted. Do not let user view values like 2018-06-06T19:59:59.
- Target version changed from Backlog to 2.2
- Status changed from New to Resolved
- Assignee changed from Jan Mach to Pavel Kácha
- % Done changed from 0 to 100
- Assignee changed from Pavel Kácha to Jan Mach
What's the rationale? (For example I would go for the whole days, as hours usually make sense only when interval is shorter than day, maybe two. When default interval is 1 week, an hour is too small, IMHO.)
- Status changed from Resolved to Closed
Deployed latest fix to mentat-alt. Works fine, closing.
