More generic mechanism for time window pager

Description

Currently the time window pager in event and reporting dashboards is dependent upon using quick search. It would be nice to remove this dependency and provide meaningful time window paging for any selected interval.

So after the discussion, we came up with this (correct me if I am wrong):
  • there will be an option to select a time window
  • under both 'detection/storage time from' and 'detection/storage time to' there will be an option to 'apply selected time window'
  • quick search will be removed

Also, I think we converged on that unanchored from or to means Big Bang and Now respectively (that doesn't mean we cannot preset „sensible“ default for from, which can be changed/deleted by user).

Also, in preparation for caching, submitting the query should fix the value of the Now to defined date. (That clashes with #4693 a bit in that we will have to deal with absolute/relative distinction.)

Seems you suggest a (third) pulldown for time window? We've talked only about two (with all possible options, one for From and one for To), but the separation of the window selector and action selectors (apply window, previous window, next window) also may make sense.

Quick search in current shape would be removed, however actually replaced by previous win/next win action selectors.
