Basic reporting filters default to OR instead of AND

Description
When setting up reporting filter and using "basic" one, resulting rule defaults to ORing all the selected items instead of ANDing, ending up as too wide rules.
- Status changed from New to Resolved
- % Done changed from 0 to 100
It really was as simple as changing 'OR' to 'AND'. So now categories, IPs and detectors are joined with AND instead of OR.

Merged into devel and deployed on mentat-alt.
