Description
Only edit of existing ones is available, which does not make sense. Seems endpoints are already in code, however not tied to any GUI element.

I added the button for creating a new filter to Filters tab of a group details view. There is already an endpoint for creating a filter for a specific group (as opposed to creating a filter for any group, which is available for admins) but for some reason it wasn't used anywhere.
