In groups/XXX/show view we have a couple of tabs. There is a button in Filters tab, which allows creation of new reporting filter. From the consistency and dicoverability point of view it would make sense to allow creation of new network record in Networks tab (currently that possibility is available only through Admin/Network management). The button should be visible only for users with appropriate permissions/role.
