Description
"Nvd3@1.8.6" has peer dependency "d3@^3.4.4", which stops us from upgrading d3 (newest version of d3 at the moment is 7.8). Nvd3 will most probably not recieve any updates, so it has to be replaced by other similar library (like Vega or possibly other library).

Pandas seems to be throwing the following error

This will likely work for most users but might cause hard to track down issues or subtle bugs. A common user of the rare sub-interpreter feature is wsgi which also allows single-interpreter mode. [Thu May 09 14:51:23.798714 2024] [wsgi:error] [pid 2693] Improvements in the case of bugs are welcome, but is not on the NumPy roadmap, and full support may require significant effort to achieve.

And updating the one used in Vagrant would be also helpful.
