It's not clear that abuse email for lower severities applies also for higher ones (if not specified there). Also, there are two columns – local and final, which are confusing for end user.

Let's keep only one column and show default values (including computed defaults like higher severity emails) in different (less prominent) style (maybe with explanation bubble if needed).

Also, wording for low, med, high should be changed to be clear about "X and above".

It might need some corresponding cosmetics even in update form.
