Mentat

There are several smaller things that could be improved in the web interface:

• Percentage of internal/external events in the events dashboard should be rounded to 1 decimal point. We have so much external events, that the UI now shows that we have 0% internal events if rounded to 0 decimal points.
• We could possibly add another searching criteria to reports - relapse ("show only reports that contain relapsed events").
• Netmngr sets description to "Unknown" when there is not description in Negistry, but it should instead set description to "", so that Mentat can correctly and consistently show "<< unknown >>" based on the user's language.
• On the user page, there are rows "Preferred locale:" and "Preferred timezone:". If the user did not specify any, it shows "<< system default >>". It would be nice if there was also the information about what the system default is. We could also change "last login" to "last active" because of changes in #7658.
• Ordering filter by last hit does not work correctly if there are filters with no hits (they are at the end when they should be at the beginning and vice versa).
