closed'Basic' reporting filters are not editable

Description
Update form (mentat/filters/NNN/update) does not provide some fields back for editation. Seems it does for Categories, but not for Detectors and Source IPs. Once created, basic filter is later editable only as Advanced, which is unnecessary.

Detector field seems to be OK, the problem is only with Sources IPs field and is caused by wrong field name in BaseFilterForm (ips instead of sources).

Merged into devel and deployed on mentat-alt.

Source IPs have to be manually added to basic filters (from filtering rule) after deployment on Hub.
