When activating user through context menu or user edit (users/NNN/...), changelog of the user is updated.

When adding user through group edit (users/NNN/update), changelog of the group is updated.

However, in both cases both user and group object is modified, so changelog of both should be updated. (Or maybe just one internal db link is updated, in which case we should probably rethink the changelog a bit.)
